Development
Momentum provides full-service commercial real estate development from concept through stabilization, managing site selection, entitlements, design, investor coordination, and construction oversight. We work closely with municipalities and stakeholders to align with local vision and regulatory requirements while delivering high-quality, market-ready projects through disciplined execution.
Management
Coordinating architects, engineers, and consultants to ensure designs meet performance goals, budgets, and market demands. We manage timelines, review plans for cost efficiency and constructability, and proactively address issues to keep projects on schedule and financially aligned, delivering operationally efficient, competitive assets.
Value-Add
Our value-add strategy centers on sourcing and underwriting underperforming assets where targeted improvements can unlock upside. By serving as General Contractor on renovations, we reduce costs, control timelines, and increase accountability through direct oversight of scope and vendors. This hands-on approach allows us to efficiently reposition assets, enhance operations, and drive long-term value.
Justin holds a Master of Accountancy degree from the University of Missouri and began his professional career as a Certified Public Accountant at KPMG, serving SEC-reporting and private equity-backed clients before transitioning to the U.S. Commodity Futures Trading Commission, where he managed financial and regulatory compliance audits of large financial institutions.
Parallel to his accounting career, he has been a licensed real estate agent for nearly 15 years and has built a long-standing real estate investment track record, acquiring, financing, repositioning, and managing properties through his investment entities.
With nearly two decades of experience across public accounting, federal financial regulation, real estate investment, and brokerage, Justin’s background blends institutional financial discipline with entrepreneurial execution, a combination that defines Momentum’s analytical, risk-managed approach to development.
He is also a decorated veteran of the Missouri Army National Guard, where he served as a Military Police Officer and deployed to Baghdad, Iraq, earning the Purple Heart and Army Commendation Medal. The discipline, work ethic, and structured leadership developed during his service continue to shape his approach to business.
Justin is a devoted husband and father to three beautiful daughters. When not running between soccer, basketball, swim, choir, student council, and other events, he and his family enjoy traveling, skiing, golfing, and spending time outdoors with their labradoodles, Sam and Lucy.

Scott Wheatley is the founder of Momentum Development, where he focuses on capital raises, expanding opportunities, and managing the construction side of projects. He holds a Master’s degree in Economics and Finance and brings more than 20 years of experience in finance and banking along with 16+ years in construction.
In 2009, Scott founded S&D Flooring and has since helped launch multiple start-up companies. His background spans multifamily, residential, commercial, and sports facility projects, with strengths in finance, economics, construction, and flooring.
Scott is known for his dedication, problem-solving mindset, and commitment to seeing projects through from start to finish. He is especially motivated by projects that create both financial return and meaningful community impact.
Outside of work, Scott loves sports, golf, and coaching his kids. He was also named Volunteer of the Year at the Lee’s Summit Community Center.
